Why Canada is doing election now?

The Parliament of Canada is made up of three components – Sovereign, Senate and House of Commons. The sovereign is the Queen of Canada who is represented by Governor General. Senate is composed of 105 senators appointed by the Governor General on the advice of Prime Minister. The members of the house of commons are elected.

Now, Canada is on the process of election and the voting day is October 14th. The usual term of office for the MP is four years but they did election two years ago. Why do they it again now?

Because the Queen dissolved the parliament.

When I studied the history of England, I found that the kings dissolved the parliament many times – this is one of the Queen or King’s right. Like a president fire a minister and hire different guy as a new minister, Queen can dissolve the parliament and fire the Prime Minister, and compose another parliament.

Frankly speaking, not  the Queen but the Governor General, the Queen’s representative dissolved it.

Then why did the Governor General dissolve the parliament?

The current parliament of Canada and government is of Conservative which is led by Stephen Harper who is the Prime Minister now, but they are minority government. And the liberals have quite many seats in the house and breaks every single action of the government.

So the Prime Minister visited the Governor General and said he could not continue in that way. And the Governor General dissolved the parliament right away.

Now there are four major parties – Conservative trying to be born again as a majority government, liberals trying to get the power, and NDP (New Democratic Party), and Green Party.

캐나다의 국회는 군주(sovereign), 귀족의회(senate), 그리고 평민의회(house of commons)로 나뉘어져 있는데 (미국은 신분이 없는 곳이라 상원과 하원이라고 하는데, 캐나다는 신분이 있는 곳이라 이렇게 썼음) 귀족의회는 여왕이 파견한 총독이 수상의 추천을 받아 임명하는 임명직으로 105명이 있고, 평민의회는 일반적인 선출직이다. 군주는 당연히 영국 여왕으로 총독이 대리한다.

지금, 캐나다는 한참 선거 운동중이고 선거일은 10월 14일이다. 국회의원의 임기는 보통 4년인데, 2년 전에 선거를 했는데 왜 또 선거를 할까?

그 이유는 여왕이 국회를 해산했기 때문이다.

영국 역사를 공부해 보면 국왕이 국회를 해산한 적이 종종 있다. 국왕의 권한 중의 하나가 맘에 안드는 국회 해산하는 거다. 마치 대통령이 맘에 안드는 장관 경질하고 새로운 장관 뽑듯이, 국왕은 맘에 안드는 수상과 국회를 싹 해산할 수 있다.

정확히 말하면 여왕이 캐나다에 없고 대신 총독을 보냈기 때문에 총독이 국회를 해산했다.

그럼 총독은 왜 국회를 해산했을까?

현재 캐나다 정부는 보수당(Conservative Party)이 잡고 있으며 보수당수인 스티븐 하퍼가 수상을 하고 있는데, 국회의 다수를 차지하지 못한 소수 정부인데, 자유당(Liberal Party)이 꽤 큰 의석을 차지해서 사사건건 제동을 걸고 있다. 마치 노무현 정부때 딴나라당이 했던 것처럼.

그래서 수상이 총독에게 찾아가 못해먹겠다고 말을 했고, 총독은 그럼 하지 말라며 정부(국회)를 해산했다. 그래서 지금 선거를 갑자기 하게 된 것이다.

당연하지만, 보수당은 다수 정부가 되기 위해 노력하고, 자유당은 정권을 잡기 위해 노력하고 있다. 이 두 당 말고는 신민당(NDP – New Democratic Party)과 녹색당(Green Party)가 있다.
